High School Sailing USA |  | The Interscholastic Sailing Association (ISSA) governs secondary school sailing in the United States, in both independent and public high schools. Sailor eligibility starts at the ninth grade; there are no age limits. As in college sailing, there are seven district associations which schedule events, as well as a system of national championships. While ISSA had its origins in the preparatory schools of the Northeast in 1930, it is now a nationwide organization with active districts in Northeast (NESSA), Mid-Atlantic (MASSA), South Atlantic (SAISA), Southeast (SEISA), Midwest (MWISSA), Pacific Coast (PCISA), and Northwest (NWISA).

The founding members were the Inter-Lake Yachting Association, New York Racing Association, Pacific Inter-Club Yacht Association, Yacht Racing Association of Long Island Sound, Yacht Racing Association in Massachusetts, and the Royal St. Lawrence Yacht Club. The organization's original purpose was to encourage and promote yacht racing and to unify the racing and rating rules in the United States and Canada and throughout the yachting world. MacDonough of San Francisco to confer with the Yacht Racing Association of the U.K. "upon the measurement rule question and other subjects of interest to yachtsmen." He holds a 100 ton Coast Guard captains license, is an experienced Caribbean charterboat captain, former college Dean and former Salem State College continuing education instructor. About 30 years ago he sailed into Marblehead Harbor on a 30' sloop. He loved the town's quaint harborfront so much he stayed and founded Coastal Sailing School. Over the years he helped thousands of people learn how to sail. Coastal's focus has always been to provide a superior level of personalized instruction on cruising sailboats. "We've always done all the teaching out on the water, rather than in classrooms," says Williams. For years Bert did most of the teaching himself. In recent years he's been joined by other experienced licensed captains with similar backgrounds.
